Since the date of establishment the organization has been working seriously on education for the deprived children of Bihar. Purvanchal has been continuously working with excluded & deprived community of society on skill development, livelihood promotion, women awareness & empowerment, human rights, reserach evaluation & survey, social health, environmental subject etc. Purvanchal has continuously organized Health camps in slum areas of Patna & other districts of Bihar. Purvanchal Lok Utthan Evam Shodh Parishad is a non-profit organisation, established in 1993 that works primarily in the domain of Education, Food & Nutrition, Skill Development, Human Rights, Health, Environment, Reserach Evaluation & Survey, Child & Youth Development, Art & Culture and Agriculture. As of today, the organization has more than 2000 dedicated members and more than 20 thousand sympathizers. Along with the primary office is in Patna, the organization has branch offices in Daudnagar (Aurangabad), Buxar, Babura (Bhojpur), Dalmiyanagar (Rohtas), Madhubani and Lakhisarai in Bihar. In today's date, Purvanchal Lok Utthan Evam Shodh Parishad is not an unknown name for
the civil society and intellectual world of Bihar, especially in Patna. But when this
institution was established in May 1993, no primary target was set. The group of just a few
enthusiastic youths started to connect with the people of slums and deprived sections of Patna
city, to understand them, to help them, and to guide them if possible. Nukkad Natak played a
vital role in connecting with the people, and during this, many plays were staged in
collaboration with different cultural organizations of Patna. Several small seminars were held
in the slums of Patna with people from the deprived sections. Three Lok Shikshan Kendras were
opened in the city with the help of the local community, especially educated youths. School
drop-out children were added to these Lok Shikshan Kendras. It was not just an educational
institution but an activity-based office, where cultural activities were carried out prominently.
Free screening and medical camps were also organized for children and their families by these
centers. Many eminent doctors of the city not only provided their time, support, and human resources
for this task but also provided medicines for distribution. In the same way, when the Pulse Polio
campaign started in Bihar in the 1990s, the organization helped health workers in many wards of Patna
city by connecting them to the people of the deprived community.
The organization was an essential participant in the formation and activism of several state-level
forums, such as GUNJ (Global Unity for Neglected Juvenile), CRAC (Children's Rights Awareness Campaign),
etc. This way, 'Purvanchal' became a cardinal partner of the movement being run by civil society on the
subject of the rights and welfare of children in Bihar. Apart from this, the organization also became a
part of the national campaign like "Don't break your promise." In 2001, when the Sarva Shiksha Abhiyan was
launched at the national level by the government, Purvanchal Lok Utthan Evam Shodh Parishad was
associated with its Bihar chapter and was called in a consultation meeting for its policy formulation,
implementation strategy, etc. In Bihar, around 186 NGOs working on the subject of children's education
were setting up a network and campaign called "Voluntary Forum for Education" in 2004, Dr. Abhay Kumar
Pandey, Secretary of the institution, became the convener of this campaign, and he kept this command
till 2009. In 1993, the social work campaign, which was started by a few excited youths, made its identity
to state-level within 10 years.
Dr. Abhay Kumar Pandey has been a social activist and research expert by profession. He was the founder
member of Purvanchal Lok Utthan Evam Shodh Parishad and held the post of Joint Secretary at that time.
For some time he remained associated with Bihar UNICEF and was associated with various forums for the
quality education of underprivileged children. Under his leadership, a network of 186 NGOs called
Voluntary Forum for Education was formed in 2004. This forum was formed to bring the "Education for
all with quality" campaign to Bihar. He remained the convener of this popular forum till 2009. Meanwhile,
Dr. Abhay was also associated with Bihar Education Project and played an essential role in the creation of
books for alternative and innovative education centers. In 2007, Dr. Abhay Kumar wrote a book titled
"Manual: Elementary Education Planning Process" for Panchayat / Cluster level under SSA. This book became
very important for planning for Sarva Shiksha Abhiyan, Bihar context. Dr. Abhay Kumar Pandey played his
role as a vital tool-servant when Bihar was building its first school curriculum in 2006- 2008. Dr. Pandey
was a partner in the book "Exclusion in Education," written in the context of Bihar. Apart from this, he
was a significant core group partner of the "State Plan of Action," "Alternative Bill 2005", "Citizen's
charter," etc., created by the civic community of schooling in Bihar.
In 2000, Dr. Abhay Kumar Pandey became the secretary of the organization Purvanchal Lok Utthan Evam Shodh Parishad, and since then, he has been working continuously as the secretary of the institution.
Under his leadership, the institution established its statewide identity.
In 2001, Dr. Abhay Kumar Pandey received the Post Doctor's Philosophy from ICHR, New Delhi, and completed
his research work titled "Expanding the political, social consciousness of the lower castes in
twentieth-century Bihar." He was also associated with the Planning and Development Department of the
Government of Bihar as a research expert from 2015 to 2018. With the financial support of the Department
of Art Culture and Youth of the Government of Bihar, he wrote an influential book called "Sufi Movement in
Bihar," which was published in 2020 by the Purvanchal Lok Utthan Evam Shodh Parishad.
